The Governor of the Communications and Information Technology Commission, and after reviewing the Telecommunications Act, its Bylaw, the Universal Service Policy and Universal Service Access and the Decision of Implementation of the Universal Service Fund.
Hereby decides as follows
Article One
The Competitive Universal Service projects shall be the only mechanism that receive financial support from the Universal Service Fund (USF) in accordance to the Universal Service and the Universal Service Access Policy.
Article Two
The successful bidder of the USF projects shall be designated as a Universal Service Provider in the respective areas of these projects. It shall be subject to CITC statutes and relevant CITC decisions.
Article Three
This decision shall be communicated to all parties concerned to act accordingly from the date of its issuance.
