The Governor of the Communications and Information Technology Commission, with the powers he holds, and pursuant to what was stated in the Telecommunications Act, its Bylaw and the Ordinance of the Communications and Information Technology Commission, after reviewing what was stated in Chapter Seven of the Bylaw, and to what was stated in the letter of Saudi Telecommunications Company No. (2438) dated 6/12/1424H on the request for approval to provide a special offer for the fixed telephone users at the end of the first quarter of the year 2004 under the Additional Services Item (Item No. 10.1.12), including provisioning of all additional services free of charge for the new customer in a new telephone line or the customer upon establishment of an additional telephone line for three billing cycles (6 months) starting from telephone service operating date, valid for three months starting from the end of the first quarter of the year 2004 as stated in the above mentioned letter of the Company and in accordance with the work benefit requirements,

Article One:
Approval of Fees for reservation, allocation and usage of numbers in accordance with what was stated in Annex No. (1), and it will be applied as of the date of this Decision in regard to reservation, allocation and usage of the new numbers, as for the current used numbers application will be as of 1/4/1425H corresponding to 20/5/2004, in order to give a transitional period for the current numbers users to review the current numbers used by them and the extent of their need to keep these numbers and to inform the Commission with the results.
Article Two:
This Decision shall be communicated to Saudi Telecommunications Company and the concerned parties to act accordingly.

Fees for Numbers Allocation and Usage
The number is any number allocated for a specific service, used by the Customer and the number of its digits is composed of the call code allocated for the service and the Customer number which is called (National Significant Number- NSN) pursuant to the definition of the ICU, with the exclusion of the Telex services numbers and Data numbers for example the fixed telephone number (1-4648000) is composed of 8 digits and the number of mobile (5-52922518) is composed of 9 digits and the free number (8001232222) is composed of 10 digits. The Fees are proposed to be as follows:

1. (*) Numbers designated for security agencies are excluded from the tripled numbers which are included in Appendix (10) Type (A) of the National Numbering Plan.
2. When submitting a request for numbers allocation, the service provider will pay 50% of the fees for allocation and the remaining 50% will be completed upon allocation request submittal, in case of allocation request without reservation the allocation Fees shall be paid all at once.
