The Governor of the Communications and Information Technology Commission, with the powers he holds, and pursuant to what was stated in the Telecommunications Act, its Bylaw and the Ordinance of the Communications and Information Technology Commission, after reviewing what was stated in Article Three of the Ordinance of the Communications and Information Technology Commission and Article Seven of the Telecommunications Act and Article Nine of the Bylaw and in accordance with the approval of the Commission Board of Directors in regard to the Fees for Global Mobile Personal Communication by satellite Licenses and in accordance with the Commission Decisions No. (5/1424) dated 28/2/1424H and No. (8/1424) dated 8/9/1424H and the Public Comments received in response to the Public Notice No. (11/1424) dated 21/10/1424H and in accordance with the work benefit requirements,
(Decides the following):
Article One:
Approval of the Fees for Global Mobile Personal Communication by satellite Licenses in the Kingdom and the method of payment as stated in the attached Annex.
Article Two:
The Commission shall issue the necessary Licenses for Operators and Service Providers of the Global Mobile Personal Communication by satellite in the Kingdom, and shall apply the Fees for Licenses as of the date of issuance of these Licenses.
Article Three:
This Decision shall be communicated to the concerned parties to act accordingly.

Fees for Global Mobile Personal Communication by satellite Licenses
- Fees:
- Fees Elements Fees Value (S.R.) Application
- Commercial service provisioning (Annually) S.R. (150.000) Service Provider
- Issuance of service provisioning Licenses S.R. (50.000) Service Provider
- Renewal of service provisioning Licenses S.R. (20.000) Service Provider
- Frequencies usage (Annually) S.R. (33.000) for every Megahertz of the band (1 to 10 Gigahertz)
- S.R. (17.000) for every Megahertz of the band (higher than 10 to 30 Gigahertz). Network Operator
- Issuance and Renewal Numbering Licenses Pursuant to the Fees for numbers allocation and usage approved under the Commission Decision No. (34/1425) dated 4/1/1425H. Service Provider
- Issuance and Renewal of Communications Equipment usage Licenses Pursuant to the Type Approval method currently under preparation. Service Provider
- Fees (Annually) for Licensing for Administrative works and services provided by the Commission. S.R. (7.500) Service Provider
- Fees Method of Payment:
- Fees are paid against commercial service provisioning annually at once upon the start of License validity for the first year, as for the subsequent years payment will be made in the dates corresponding to License start date.
- Fees for License issuance mandated for payment at once are paid in the date of License Issuance.
- Fees for License renewal are paid in the date of License renewal.
- Annual Fees for Licensing of administrative works and services provided by the Commission are paid in Licensing validity start date for the first year, as for the subsequent years payment will be made in the dates corresponding to License start date.
- Fees for frequency usage are paid in Licensing validity start date for the first year, as for the subsequent years the Fees for frequency usage are due for payment in the dates corresponding to License validity start date.
