The Governor of the Communications and Information Technology Commission, with the powers he holds, and pursuant to what was stated in the Telecommunications Act, its Bylaw and the Ordinance of the Communications and Information Technology Commission, after reviewing what was stated in Chapter Seven of the Bylaw, and to what was stated in the letters of Communications and Information Technology Commission No. (407) dated 18/04/1424H and No. (9) dated 13/10/1424H addressed to the Saudi Telecommunications Company on applying the Price Caps Regulation Method to regulate the Fees received by the Company for communications services and the Public Notice of the Communications and Information Technology Commission in regard to the request for Public Comments No. 1/1425 dated29/1/1425H on that method and the comments of the concerned parties in response to and the letters of the Saudi Telecommunications Company No. (2) dated 1/1/1425H, No. (2283) dated 19/11/1424H, No. (2099) dated 29/10/1424H and No. (1836) dated 18/9/1424H on the same and in accordance with the work benefit requirements,
(Decides the following):
Article One:
Approval to apply the Price Caps Regulation Method on Saudi Telecommunications Company in accordance with the principles and procedures shown in "Price Caps Regulation Rules" Document attached with this Decision.
Article Two:
The Saudi Telecommunications Company shall be mandated to provide detailed proposals for the Tariff in accordance with the dates determined in the Price Caps Regulation Rules Document for communications services provided in anon-competitive market pursuant to the Guidelines detailed in these Rules to be effective as of 01 July 2005.
Article Three:
The Saudi Telecommunications Company shall be mandated to provide its proposals to reduce the Fees for the services provided by the Company in accordance with what was stated in Clauses (1/A,B) of the Fifth Item of the" Price Caps Regulation Rules" Document attached with this Decision in a period not to exceed24/41425H corresponding to12/6/2004 in preparation for review by the Commission and issue the suitable Decision and instructing the Company to apply them.
Article Four:
This Decision shall be communicated to Saudi Telecommunications Company and the concerned parties to act accordingly as of the date of its issuance.
