The Governor of the Communications and Information Technology Commission with the powers he holds, pursuant to what was stated in the Telecommunications Act, its Bylaw and the Ordinance of the Communications and Information Technology Commission, Pursuant to what was stated in Article Twenty seven of the Telecommunications Act on operators compliance to provide number portability in accordance with the User requirements, after reviewing the comments received from the concerned parties in response to the Public Notice No. (2/1425) dated 16/03/1425H (05/05/2004) on the Mobile Number Portability Policy and Guidelines Document Draft, to achieve the objectives stated in the CITC Statutes including suitable climate for effective and equitable competition and encouraging it in all Communications fields and in accordance with the work benefit requirements:
Decides the following:
Article 1:
Approval for issuance of the Mobile Number Portability Policy and Guidelines Document and authentication of the Document in its attached formulation.
Article 2:
The Saudi Telecommunications Company and Etihad Itisalat Co. shall be mandated to prepare Number Portability Plan pursuant to what was stated in the Mobile Number Portability Policy and Guidelines Document Draft referred to it in Article 1 of this Decision, the plan shall include implementation detailed program, number portability procedures, temporary and permanent technical approaches for number portability, subscriber enlightenment plan and related aspects, considering that the approaches shall be applicable to most of the current service providers, provide to the CITC within a maximum period of sixty days from the date of issuance of this Decision. The CITC shall be provided with biweekly reports including the work progress on this subject.
Article 3:
The plan detailed program implementation period shall be six months as maximum from the date of CITC approval for Number Portability Plan.
Article 4:
This Decision shall be communicated to STC, Etihad Itisalat Co. and to the concerned parties to act accordingly as from the date of its issuance.
