​The issuance of telecommunication and information technology service licenses is one of the main tasks of The Communications, Space and​ Technology Commission. Telecommunications Act issued by the Council of Ministers Resolution No. 74 dated (03-05-1422 H) , and approved by the Royal Decree No M / 12 dated (03-12-1422 H) sets out the general terms and conditions of licenses, in the Articles from (18) through (23), Chapter 5, thereof. In addition, the Telecom Bylaws, issued by Ministerial Decree No (11) dated (05-17-1423H)  allocates the second chapter thereof to telecommunication license.
