Use of Power Networks in Buildings and Private Complexes (BPL)

Due to the fast-paced development in communications and information technology and services, there is a growing trend to utilize power line networks within buildings and complexes to provide broadband services using specialized equipment(Broadband over Power Line).

Pursuant to the Telecommunications Act, issued by the Royal Decree No. (M/12), dated 12/3/1422H, and the Ordinance of Communications, Space & Technology Commission (CST), issued by the Council of Ministers’ Resolution No. (74), dated 5/3/1422H, stating that a license must be obtained from CST by anyone who desires to provide Communications and Information Technology services, accordingly, CST issued these conditions and rules to regulate the importation and use of equipment to provide broadband over power line internet services.
