CST aims through this regulatory document to create a world-class Internet ecosystem, to promote KSA’s role as a regional and global hub for accessing Internet content, attract qualitative investments to develop Internet content hosting, and improve users' experience of Internet services.

Internet content providers refer to content delivery networks (CDNs), cloud service providers (CSPs), and others.

There are no obligations on Internet content providers and owners.

Hosting Internet content locally contributes significantly to improving the quality of Internet services and enhancing their reliability in Saudi Arabia.
