Announcement of a Public Consultation on Mobile Virtual Network Operators
The CITC is launching a Public Consultation today on the licensing process for Mobile Virtual Network Operators (“MVNO”) and invites all members of the public, including private individuals, public organizations and commercial entities (together, the “Respondents”) to participate in this process. Respondents are particularly invited to submit comments to the CITC on:
- The regulatory context and principles to be incorporated into the MVNO scheme in Saudi Arabia;
- The proposed license for Mobile Virtual Network Operators (“MVNOs”);
- The selection method proposed to select initial MVNO licensees; and
- The proposed Guidelines to assist the development of partnering agreements between MVNOs and mobile Facilities Based Host Providers (“Host FBPs”).
In order to provide a structure to the process, the consultation includes a series of questions. Respondents are invited to provide answers to these questions along with any related comments. The CITC encourages Respondents to support their comments with relevant data, analysis, benchmarking studies and information. The CITC is under no obligation to adopt the comments of any Respondent.
