Spectrum management
is a set of technical and administrative procedures necessary to ensure orderly and efficient operations of various radio communication services in a country. The regulation of radio spectrum usage in the Kingdom to achieve the optimum use, in accordance with relevant international and regional agreements, is one of the main functions of the Communications and Information Technology Commission, pursuant to the Telecommunications Act issued by the Council of Ministers Decision No. 74 dated 03-0501422H, which includes the general terms and conditions of radio frequencies, in Article (Eleven) and Article (Fourteen), Chapter 3, of the Act. In addition, the Telecom Bylaws issued by Ministerial Resolution No (11) dated 05-1701423H allocate an entire chapter for frequency spectrum (Chapter 10: Spectrum).
