The Governor of the Communications and Information Technology Commission with the powers he holds, pursuant to what was stated in the Telecommunications Act, Bylaw and the Ordinance of the Communications and Information Technology Commission, pursuant to what was stated in Article (67) of the Telecommunications Bylaw mandating the application of quality of service terms and conditions on universal service provider and possibility on dominant service provider, after reviewing of the CITC Decision No. (1/1423) dated 23/6/1423H stipulating the classification of STC as a universal service provider and dominant service provider in the Kingdom, after reviewing STC letters No. 1724 dated 26/10/1423H and No. 1429 dated 24/71424H, including STC comments on quality of service, also the questions sent to STC and their answer to these questions, comments received in response to Public Note No. (4/1424) dated 7/4/1424H and in accordance with the work benefit requirements:
Decides the following:
Article 1:
STC shall be mandated pursuant to its classification as a universal service provider and a dominant service provider to provide communications services in accordance with quality of service indications and criteria specified in this decision and its attachments.
Article 2:
STC shall be mandated to submit to CITC a quarterly quality of service reports starting from 1Q results of the year 2004, these reports shall be submitted within 30 days from the end of each quarterly period including monthly standard results for the specified indications.
Article 3:
The indications and criteria of the fixed public voice telephone services shall be as shown in table No. (1) attached with this decision.
Article 4:
The Indications and criteria of the mobile services shall be as shown in table No. (2), attached with this decision.
Article 5:
The Indications and criteria of the data services, including leased line, as shown in table No. (3) attached with this decision.
Article 6:
STC shall be mandated to publish all reports submitted to CITC about quality of service and related aspects in its official site on the internet.
Article 7:
This Decision shall be communicated to STC and other concerned parties to act accordingly from the date of its issuance.
